Well you can think of it two ways:
1. If you're going to do a Legion playthrough, you could just roleplay as a legion courrier going undercover in the NCR territory (think Capt. Curtis). Therefore, wiping out Goodsprings with the help of some convenient local tribe would be a plus and would get you noticed by Caesar. It's an ideological blow against the NCR, since they already fucked up the NCRCF thing and now they lost a town in California.
2. You could just roleplay as a guy who became evil as fuck after being shot. Or as someone who sees the people of Goodsprings as somewhat complacent in your near-death experience, since they let some Great Khan fucks and that guy Benny just hang around their town with you as an obvious hostage. Maybe there isn't really much the people of Goodsprings could have done, but you could be blinded with rage and not really thinking clearly.
