I think the best VA would be someone more versatile. Tony Jay had a top-tier voice and delivery skills, so he was certainly awesome, but I wouldn't give him the gold medal.

The problem is you either do one voice amazingly or you do a range of voices all mediocre. There are plenty of versatile VAs, but none of them have an impact in any voice they use. And Tony does have versatility to a degree, his actual voice sounds significantly different to his role voice.
