Don't start using the garrison meme because you don't have to use garrisons at all.
A lot of tanks are actually complaining how in Legion activate mitigation is no longer rewarding at all so for starters that isn't looking good.

Maybe in the early stages of a new patch you were when you were trying to gear up a little faster but right now they're utterly useless. They're just cash machines right now, nothing else.
