remove the open world and replace it with a station serving as a hub that allows you to travel to contained areas, like Mass Effect 2
branching storylines based on player performance/investigation quality. players who fail to collect the bare minimum amount of evidence will be sent back by the prosecutor to get more. this allows control over failure states and gives the player choices real weight.
not every case necessarily directly ties to the main story, but they can help you learn background or meet important people
eliminate pointless obligatory warehouse fights where you slaughter 100s of people. could be replaced with smaller scale, more dangerous encounters that are still uncommon.

exactly that would have been the twist. It's all rigged and there's nothing the main characters could do to make a dent in the drug trade regardless. Since most games lean on a political undertone nowadays this ones could be leaning on the decriminalization of drugs and how detrimental to society the war on drugs really is.

Im undecided about the setting. I think the 40s would be cool for the golden age but its already been done. I don't want it too modern either, it would feel to easy. Probably some choices as well that decide the outcome of the story. different love interests, if you choose to/not choose to follow a lead it can have consequences, you can have multiple safe houses around the city, ect
