No, I don't think Kairi is as bad as everyone says. Kairi's problem is that ever since KH1, Nomura has had no fucking clue what to do with her at all. Her not having any screen time during the first game and COM makes sense considering her situation in those games, but in Kingdom Hearts 2 she's just there for no real reason and they don't do anything interesting with her. Hell, even after giving her a Keyblade they had to make sure to sideline her so she doesn't steal Sora and Riku's thunder. Hopefully they'll do something with her in 3, but I won't hold my breath.
