The first one was a cosmetic pack, but the second one had a new mission, three new boss-type enemies, new weapons that actually function differently snd aren't just reskins, and cosmetic items just as a bonus.

Well for one thing, Long War took longer than four months after EU's release, so I don't know what you're expecting.
Also, there's still DLC yet to come out. Modders aren't going to be making massive, game changing mods until the game stops having contentcadded to it and being patched.

There's a Wave Defence mod and a mod that lets you make aliens units for your team.
Some new missions types, too, but that's about it.
Was pretty good. My only gripe was the timers, timer everywhere. And there's mods for that.
