Depends on what you already own and what type of Open World games you enjoy.
It's probably wise waiting for sales but some decent games are: Saints Row IV, Grand Theft Auto V, The Witcher 3, Don't Starve, MGSV, Just Cause.

Axiom verge is a good metroidvania game for 20 dollarydoos
Stalker series is a good recommendation.
Get Tempest, its a pirate game like a mix between Naval Action and SM Pirates. Just came out of early access and it shows (quests are a mess, no tutorial to speak of) but once I got it figured out I've been having fun
