I'm not sure what you are asking. After beating the 2nd arc you're permanently given new options that cost prince/princess points or whatever you call them and one of those options let you freeze skill gain or level gain.
I chose at the start of the game to freeze my level at 1 and just put it on hard mode then started playing like that. I guess my goal was to make the game more difficult and fun.
