Dream Zanarkand is a physical place out in the ocean. Sin prevents people from reaching it by destroying the tech required to go out that far into the ocean. Jecht presumably was picked up by Sin and because of the fact that he's a fictional being dreamed up by the fayth was able to travel between dream Zanarkand and the real world. I didn't make this up and yes it's weird that dream zanarkand is a real place in Spira. Think of it as if a group of people built ad 1940's version of New York out in the middle of the atlantic or pacific (by dreaming it up, no less) and no one knew about it because a giant whale monster destroyed their ships and planes.
