A game like that couldn't have any substance other than the running and gunning, and a dark, edgy shooter already came out like that last year.
Apart from that you've just got a school shooting as your framing device. There's no possible story development other than the shooter eventually dying, and those who aren't angered by the subject matter would see it as another lazy hack job designed to stir drama.

Alright, here's my idea. Game starts off with you just roaming the school during a passing period between classes. Kids just milling about, talking in the halls, going to classrooms, etc. Then, you go weapons hot like in Payday where you go into heist mode. The first phase of the game is easy; you just kill all the unarmed kids as much as possible. There will be the occasional hero that tries to rush you, and one or two school cops that try to take you down with a pistol. After things start to slow down, you reach phase 2. Cops start showing up outside the school and come in to kill you. They get better weapons, armor, and skill each round. Every few rounds, a student spawns hiding somewhere in the building that you can find and use as a hostage or just kill. Eventually, the national guard comes after you. Final wave is absolutely insane with rocket launchers, tanks, and an air strike on the school building. If you survive the last round, there's nothing left to do. You just wander around the building aimlessly until you decide to kill yourself. There'd be different modes where you start with different guns or melee weapons. The game would be best if it came with a map editor.

I had an idea for a Columbine gam that's basically a survival tactical shooter. You have limited number of days to invest in different things like guns or bombs or traps or even threatening notes and you get a score based on how many people you kill and the media reaction. So the more shocking the death, the more hits. It would also be a great serial killer simulator.
