There are plenty of shitty jap artists, but you just never see them because no one posts bad jap art on western sites (because its bad). If you browse pixiv tags you'll find plenty.There are also plenty of good western artists, but less ones that make porn/ecchi because we hate sexy things so its less acceptable, and jap ones have more publicity through comiket and the doujin market (good artists get well known). Also most western artists post their shit on tumblr or deviantart, and a bunch of random scattered sites because of site limitations. Most japs just use pixiv because there aren't any content rules, just a rating tags. I'm not sure why you'd want it on twitter. There's also a fair amount of good western artists on pixiv.

Also, many people find it to be unattractive compared to stuff like your pic, which (regardless of who drew it) is drawn in a jap style.
