Im an indie delvoper who creates and shares my art with the world, and Im disgusted you would even ask that.
graphics = art
sound.music = art
literature = art
when you combine them , they are still art and also from a new type pf art

So, technically, yes.
Is it as effective as literature/music/cinema alone? Depends what you're looking for. As entertainment, I think it trumps all three easily, but, as "art," I don't think any game comes nearly as deep. I don't think they have to, either, but no one should pretend that they have.

Nothing should ever try to be art, you only get worthless pretense from that.
The intent should be something artistic; self expression, spreading a message, or simply making something you believe deserves to exist. The majority of art is made with one of these three concepts.
