Really jamming to the arranged soundtrack. Some autists on Steam said the arranged version sucks, and they're glad the original soundtrack is in -- I don't get it. As much as I love the original soundtrack, as much as FFX was a defining video game experience with all the nostalgia now for me, I'm still thoroughly enjoying the new experience and think the arranged versions are stellar.
I'll maybe have to play through a few times to get a feel for both the original and arranged, but right now I want to say the new arranged tracks are strictly an improvement.

As I recall, the balance is totally messed up. In a lot of areas you have several enemies that basically die in one hit and do no damage and then 1 or 2 extremely strong enemies that can one hit your party members if you are not overpowered. It really makes no sense.

If it's your first time playing go with the standard one. if you follow its path you will naturally have a balanced party with tidus being quick/strong/buff machine, auron being very strong/slow/debuff machine, wakka being strong/accuracy, rikku being lucky/thief, yuna being white mage, lulu being blackmage and kimahri jack of all trades, master of none.
expert sphere grid makes them start closer to each other so you can customize your party however you want. but you have to know how to properly level your party and make a mindmap early in the game.

Time as you said is the issue, they might hold it back anywhere from 3 to 12 months so they can milk console sales first. They've already shown the game running on PCs so who knows, maybe they will do a surprise announcement and it comes out at the same time.
At this point I'd like to see them branch off and bring back some of their other JRPGs from back in the day, toss us a properly done HD Chrono Cross or something like that. It would be cool to get the DQ series but we all know that will never happen.

Squenix is all about milking. Considering that the titles being released on Steam are easy to emulate, it makes some sort of sense for them to go ahead and release them on PC to try and get money from people who are emulating them. Then you might see console releases of them at a later date just for that extra cash, like the FFVII HD release.
On the other hand, new titles can get more sales on consoles than old titles, so they focus on milking consoles first, and then when consoles are dry they release on PC. I would be surprised to see XV on PC before late 2018. Following XIII, 2020 is reasonable. It could even be longer depending on the release of PS4 Neo and Xbox One(point)Five.

Some devs use engines for whatever reason that relate fps to real time, or similar aspects. They never designed it to go above xx framerate, it has nothing to do with physics except in a few shitty Bethesda games.

Technically the PS1 release used a form of MIDI (sequencer) too. The 1997 PC released then used GM (General MIDI) sequences. The Steam release replaced them with streams (WAVs) recorded from the PC release. And the later update replaced those with streams recorded from the PS version.

For all we know the cutscenes and animations in FFX could be done with keyframes, which would mean only the camera would run at 60FPS. The graphical effects could use counters that say to "only last n frames". The controls could rely on logic that checks if you're holding a button for longer than 2 frames.
