SEGA had already shot both of its feet with the 32X and the Saturn. The controller was also kind of odd, and the only franchise people cared about when it came out was Sonic and since Sonic Adventure was in 3D, a lot of fans of the original games did not like the change.

Saturn losses, and software sales shrank when everyone found out you didn't even need to get a mod chip installed to play burned copies of games.
They needed a giant year in 2001 to recoup and they didn't get it.
The Dreamcast was so bad it killed Sega's chairman Isao Okawa after he donated all of his money to prevent them from going bankrupt.

SoJ was for becoming third party even before the Dreamcast so they did the following trick: they organized a competition between SoJ and SoA to design the next console (the Dreamcast).
The japanese design was fucked up on several things, mainly extremely expensive parts for what they actually delivered in computing power and their projected retail price so the american design won.
SoJ then willingly fucked up their relationships with the companies that were producing the parts used in the american design so that in the end, the Dreamcast used the japanese design and since they won the contest they could still put the failure of the Dreamcast on SoA's design. SoJ was hellbent on abandoning the console as fast as possible hence why they dropped the production as soon as the PS2 was release despite having ok sales.
