If you're further out/towards the top, you get easier deals to work with making level 3 less risky.
Still, level 3 comfort zones are supposed to be risky because the reward can be great if you pull it off.
How much of the game is just about grinding levels to breed stronger horses? the ai horse stats get out of control really fast.

Seriously though, you're not winning them all anymore, its still doable in the beginning when you get the 2nd horse. And with a bit of luck and the right skills in the beginning, you don't get cucked too hard, and can still finish not too bad. I didn't win a single race after getting the second horse on my first try, but I'm now on my second save, and I won 2/4 and finished in the top3 of the other two.
You just need to
>get a near perfect start(meaning not only the best START card, but also clear as much cards as you can during that phase for bonus energy)
>clear the solitaire phases perfectly
>draw good lines so you get into your comfort zones
>pick up skill and boost cards
>watch that you don't get caged
>pray that the RNG makes all that even possible
