Get him Steal because his unique bosses have pretty sweet stealable loot, maybe Mug if you don't mind constant switching in.
He would be OP as fuck if his blue magics weren't Overdrive exclusive. Guess the developers wanted to balance him and ended gimping him bad. I recently played through FFIX and my god, Quina is OP as fuck as a blue mage.

It's a shame such a cool character was so bad. He was supposed to be a dragoon/blue mage, and he didn't end up being either, because those abilities were overdrive dependent.
