Soldier in TF2 can take a hit unlike Pharah. Soldier Rockets also fly faster and hit harder. She is Queen of maneuverability so sacrifices have to be made I suppose. Her knockback kinda sucks though.

Here are the major differences that affect Pharah.

More units can headshot Pharah, Sniper was weaker in TF2 than Widowmaker is here.
There are more "Sniper" classes in this game.
There are more characters with counters to distant, non-moving targets ( Roadhog, Genji, Bastion)
Remaining classes lack damage falloff (hard exception is Reaper), so you can't out distance turrets.
She's slow in the air, Rocket Jump in other games rely on the speed of gravity OR more rocket jumps to keep you from becoming a target, Pharah doesn't have that.
Relative to the rest of the cast, she doesn't have a large health pool the way Soldier did (second or third highest vanilla health if I recall correctly).
The biggest difference is that Blizzard wants you to get in the air and STAY there AND bring your healer along for the ride.
A smaller difference is that there are more fast targets in this game compared to TF2, but I don't think that's an actual problem.
There's no Capture Point or Capture the Flag, meaning there are no maps where teams switch between Attacking and Defending AND moving (King of the Hill requires you to be stationary to a degree), so ambush-play is less effective.
And finally, overhealing, Sym is the only one who can do it right now and it sucks.

Feel free to add to this list or tell my why certain points don't count, this was interesting to think about.

no class is threatening to a good soldier aside from good scouts and other good soldiers, pharah can be completely fucked in the air by multiple heroes

Pharah's rockets have tighter splash than almost all rockets in other games. She can two-shot most heroes if you land them, but otherwise its more like 4-5.

Use conc blast to position, avoid being in the air for no reason at all. Go from there.

It's folly to directly compare the two games. Soldier has few counters but there's only eight other classes. Why is Soldier's lack of weaknesses a good thing necessarily? OW is designed around counters.

The game barely gives you any forward momentum. It seems like once you're outside a certain radius you will be imparted the same vector regardless of distance to the device. In any other game with this sort of mechanic you'd be able to get some really horizontal jumps out of it. It feels more like impact hammer jumping in UT4 than it does rocket jumping.

Honestly I don't think the soldier was initially intended to have the sort of mobility you can get out of beggars + gunboats. If you looked across all pub servers, I'd imagine soldier consistently does better than any other class, so I can see why blizzard would make their equivalent character have much less horizontal mobility.

Knowing Blizzard, the reason why jumps feel so controlled in OW is because they are. Blizzard hates mechanics that they can't control, and leaving rocket jumps to the game's physics is the last thing they'll do.

All the boosts/jumping in OW are designed for and implemented as an intentional interaction, whereas the rocket jumping in TF2 is a side effect.

Pharah is fun and if played properly arguably has no counters. She can snipe windowlickers and Soldier 76s and Bastions from across the map with no damage falloff forcing them to retreat or eat more rockets.

in turn the scout equivalent in overwatch is much harder to aim with and play, you actually have to aim for critical spots rather walking up to pop a shot up close for 100 damage, anywhere you aim. talk about casual, rewarding plays that require no skill.

Played closed beta to 100, got to 50 during the weekend. Played Pharah A LOT and I personally think she's fine right now.

The difference between a Pharah players and a good Pharah player is using their conc blast whenever its up.

reaper is the weakest offensive hero in the game and is actually better on defense. so if you let him get the upper hand to use his ultimate. you are bad and so is your team.
