Using your entire body weight to bring the head down will have much more of an effect than just pushing down on it.
Also it just looks more like a finishing move than a simple knee to the face (remember this is a WWE move)

If she used her knee she could impart more force by kicking the knee up, also a knee is a harder surface than a shoulder.
