OP, you might have serious input lag issues. Please try switching off image enhancements options (post-processing, smoothness, so on) and switch to gaming mode.
Some attacks require you to dodge early and some attacks require you to delay dodge because these attacks track your roll and will hit you out of dodge recovery if you fuck up. Look for visual clues.
And of course use your i-frames to roll into attacks, not out.
Also you have roll and step dash. Both are useful.
And don't get greedy when punishing unsafe attacks.

With step dodge you get better punishes against some attacks (waste less stamina, end up closer, can do 1-2 additional attacks)
It also works great against some "rage mode" combos when bosses start swinging around like crazy and with regular roll you will end up with no stamina.
Learning to step dodge was a huge part in my SL4 playthrough

It rewards players that git gud, and play offensively. Learn to use the Rally mechanic to manage your health bar whilst fighting regular enemies, saving you vials for the aggressive boss fights ahead. For playing better, you save blood vials, so ultimately save more echos to level up and upgrade equipment.

There are other items in the game that allow you to replenish health in other ways, such as runes that affect visceral attacks. Get your parrying times down and you can do major damage to most bosses while recovering huge amounts of your own health. Again, the player that takes full advantage of the mechanics is rewarded. That's why it's considered a good Souls game. The interesting setting, weapons, and lore just makes everything even better.

My experience with Paarl has been that quick steps always get me killed because the electricity hits me as soon as the iframes wear off, whereas just using normal rolls trivializes the fight.
I had much more success against Ludwig and Ebrietas without lock on as well, because the quick step will get you caught in their followups. Basically, quickstep against humanoid bosses and regular roll against beasts.

Personally the quick step got me through just about every fight including those, other than times I needed to attack quickly in multiple directions.

Paarl does make you disengage lock on and escape sometimes, he's easy to interrupt with a heavy weapon though.
