It is the CPU that would bottleneck the GPU in that case.
If you wanna go AMD for a CPU, just go with fx8350, OC it to about 4.6/4.7 GHz and you shouldn't experience bottlenecks unless in some very badly optimized and spefically CPU (single core performance) demanding games.
A well OCd 8350 and a 390 is not a bad combo, though you might wanna wait a few months to see some benchmarks for Pascal and Polaris. Building a PC is pretty much a game of waiting for the next best thang.

Seriously, just look on craigslist for an old prebuilt or laptop, try to get it for under $20 or so (maybe cheaper if its broken). 99% of them should still have a readable product key sticker on them somewhere, make sure its Windows 7 or newer, you can always upgrade to Windows 10 if that's what you really want.
