because they can outsource animated cutscenes to a 3rd party studio, and all it costs is money, but making cutscenes with your ingame assets is another thing that your team needs to put in manhours on. probably the same reason they stuck with static portraits instead of having catherine style conversations

They did the same in Catherine, but I'm struggling to think that minutes of 2D animation is any cheaper than animating real time models.
Maybe it saves time? the anime studio works on cut scenes while the main team works on gameplay.
