The real culprit is the WiiU actually. other consoles like the 360 and PS3 has the ability to use the hard drive to install the data and use the hard drive as page file, many games can be installed on HDD and the console will stream from the HDD and the disc at the same time, reducing the load times. The WiiU can't. since the WiiU cant use the HDD as page files, a lot of the games has worse textures in WiiU ie: Batman games
so in games like XCX and #FE, you have to download the data from the internet so the game can stream from the external HDD and disc at the same time (even though the data is inside the disc)
