Gunstar Heroes.
They don't pretend to be smart OR serious. It's based around a generic "bad guy from past" storyline, but then you go from tasteful-tier levels with end bosses to a board game super level full of random as fuck mini bosses, including midget soldiers and a giant floating clown face.
Seriously, this game doesn't give a flying fuck about trying to be relevant. It's just a total blast of fun.
One of the bosses is just a fucking papaya tree. I shit you not.
