They do when someone links the fire. That's the whole point. In Dark Souls 1 Anastasia says that once the fire is linked, she can die a human, despite being Undead. That's also why the Fire Keeper asks you if you can still hear her after snuffing out the fire - as an Undead, you're probably going to die very shortly.
