Why are The Enclave in Fallout 3 evil? I'm still trying to figure that out. All I know is that they do things in a heavy handed way but there is no ultimate evil goal they are after.

Bethesda Fallout is like a caricature. It uses all the characters and weapons from the prior games, but manages to miss the point on why they were there to epic proportions. The Brotherhood of Steel aren't there in Fallout 3 because they wanted to delve into the politics and philosophy guiding a group like it. They're in Fallout 3 because they needed some "good guys", and to re-enforce that war never changes or some shit, completely missing the point of the original quote. Same goes for Enclave.
Even the Synths, which could've been interesting had they been in Obsidian's hands, are pastiches of Blade Runner. It's all done in reference to something (if it isn't the original games). Kinda like Borderlands.
