It's very narrative-based, character-based, and has a "quirky" sense of humor. It also has very pronounced meta focuses. If you like those, try it out.
It's really polished where it counts. Try doing things you think the dev wouldn't expect.

You mean worst. Asgore's theme is clearly the best, followed closely by Spiderdance. OP has patrician tastes with the songs they've chosen.
But I agree with everything else you said. The game's hella fine, and that comes from a guy that hated like half of the main characters first time I played it.

The OST is the best aspect of the game. Rest of it is pretty meh (in both gameplay and storywise)
Play it if you wish (think you can still find the full game floating about on the internet somewhere), make your own opinions, just stay away from the fanbase. It's one of the worst around.

It's decent, I guess.
Worth a playthrough, but undeserving of the following it has. Tumblr thinks it's the greatest shit ever and constantly jerks off to it, but you're a massive fucking tool if you think a bad fanbase has any bearing on the game itself.
The music's good, it has a couple of particularly cool moments, some characters that can be endearing, and does some neat tricks with its mechanics and shit, but it doesn't really do enough of any of that to stand out terribly well.
Pirate it, beat it in an afternoon, maybe replay it once or twice if it really strikes your fancy, then forget about it.
Solid 7/10
