In powder mode: shift- send out a parot to harrass an oponent or help an ally
Cutless: quick melee attack, low damage
Powder: one ammo, long reload, tons of damage, reduces max HP on hit. (like a cannon ball)
Ult: Flying ghost form/form of the skeleton pirate king. (maybe something to do with a ship? Don't want to rip off gangplank ult.)
Make him like a heavy hitter McCree with more HP and support viability and some sort of wall-climb. (he is a captain)

Got caught in the open as the close-range Reaper? Just press your invulnerability button and float over to a healthkit. You get this and many other movement tools completely free, there's nothing you give up for them, like sacrificing health with a rocket-jump.
The tools Overwatch gives you to solve problems are contained in a single button rather than a complex and difficult set of movements and/or offensive measures. The entire game revolves around identifying the correct rock-paper-scissors situation to press your button, then pressing it. There is no serious skill of any kind involved. You're going through the motions of what you think a video game entails.
The miniscule difference between a week-old Overwatch player and a year-old Overwatch player is lost in the cloud of instakill ultimates, teleports and AOE abilities. This game is transcendentally shit and there is no escape from it. This is the very profitable future of FPS. Hell. Population: you.

It should be some supreme grenade launcher or rocket launcher type deal like Dante's Pandora. Honestly his Ult is trash. If he pops it any time near 3 or more people as long as one of them isn't squishy they will out DPS and kill him unlike Mcfaggotoneshots.
Its a pretty terrible ultimate because it doesn't auto headshot and his clip doesn't get any bigger. Its terrible by design because buffing it would make it OP and its boring as fuck. He should have something else when McCree literally has a better version of it overall.

Rape Horse
Passive - Can have up to two heroes climb onto his back. They can fire their weapons while riding, and jump off at any time.
Left Click - Chomps anyone in front of him for medium damage.
Shift - Summons 2 ghouls from hell, who seeks out and haunts random enemy players. Stacks three times. A ghoul occupying a player's body deals 20 damage over 4 seconds. If more than 4 ghouls occupies an enemy player, the player is stunned for 2 seconds.
E - For ten seconds, Rape Horse speeds up and can jump high enough to scale walls, regardless of who is riding him.
Q - Rape Horse yells "TIME TO RAPE" and throws all heroes off of his back, and for eighteen seconds grows a massive dong, which acts as a melee weapon. Every time an enemy is hit with this melee weapon, Rape Horse mounts the enemy and stuns them, dealing 150 damage per second.
