That's because back then there was a thing known as "expansions". Like the name suggests they expanded the game, the norm was to add more characters, story, items, gameworld etc.
Back then a DLC was horse armor.

Well then shouldn't all the Fallout 3 and NV DLCs be called "expansion packs" as well? They added a ton of content and expanded the game.
Back then it was just easier to buy a physical disk than to sit around for 5 hours while the content downloaded. Now we can download large expansion packs pretty quickly.If Shivering Isles is an expansion pack, then so is DM, OWB, LR, HH, etc.

there were a few mods for shivering that really made it it's own game. there was one that greatly increased the amount of shit you could do/had to do after you became the new Sheogorath, including reopening the dungeons for new adventurers and more complex realm invasion type quests. he was even working on an alternate story line where you could invade cyrodil and it would have a big affect on the main quest line. unfortunately development was abandoned and most of the good mods were removed from nexus over the years.
I only wish there'd been more rewards for becoming Sheogorath. Like, you get to control the weather and get out of jail free, but I would have wanted something more. Like maybe you can tell anybody in the Isle to dance for you, or follow you to a dungeon, or something. Something to make it feel like I actually accomplished something and had power over these peons.
Also, since Jygalag is now his own dude,why doesn't he have a quest in Skyrim like the other Daedre?
