The point is in their first encounter Leon did fight back and held him well (instead of getting bitchslap like a bitch like Nathan and Sam), and then you do have boss fight against him (full control gameplay) where a chain of QTE can push him back instead of losing no matter what you do, RE4 last boss is also full control and you can choose to either finish him fast with rocket launcher or kill him with your own guns. Face it RE4 QTE and combat are much better than UC4.
