Build a toaster.
You're not going to cheat your way to good grafics with a $350 PC. The only way the "potato masher" manages to do that is by skimping on components in some places, buying used parts in other places, and the result is a PC that's not likely to last that long, and even if it does, it's going to have a lot of trouble running CPU-heavy games or emulation.
