TF2 lore is one that really didn't become a thing until real later on.
When the game came out it only revealed the characters and the maps you played on revealed a lot of the scenario for you (Two secret Spy agencies on a secret war for world power hidden in plain sight) but that's really it. A couple updates later they showed a slightly better picture of what's going on (Admin is refereeing said war but is playing both sides for her own agenda) but it mostly ever focused on the interactions of the characters and what they did in their down time. It wasn't until a good amount of updates and years later they legit started writing a "story" and it's mostly made up as it goes on but it's main focus continues to be the characters and comedy.

the art of writing is too grey and subjective. However animation and graphics are very objective. Everyone knows the difference between good and bad animation. Same reason a big AAA movie will have insane over the top special effects but poor writing. Money can't buy writers for some reason.
