Ignorance is all I can think of.
Most people buying it aren't doing so to complete a collection.
So that leaves wanting to play the game, or seeking some kind of attention for owning a actually-not-rare video game.
If you want to play the game you can do so via emulator for free, or buy it on the VC if you really care about piracy.
If you don't like emulators you can buy a flash cart for an SNES for sixty bucks, and it will play the game 100% identically to the real cart. (and no, the games anti-piracy code will not be triggered. that shit is meaningless in 2016).
You could theoretically even burn the ROM files to the proper ROM chips and solder together your own earthbound using a donor cart. The cost for this would be something around twenty bucks, but it would take some time.
So that leaves attention whoring as the only thing left, and I return to my original point about ignorance because the truth is nobody is every going to give a shit about you owning Earthbound. To them you're a stupid dweeb bragging about buying a video game. Anyone can do that.

It had only like 400k SNES carts made. While millions of people want it (or did before it was put on Virtual Console). It follows supply and demand pretty acurately. People are willing to play over $100 for a cart, so people sell it for that much.
And a game can have millions of copies made and still sell for high prices. Look at Final Fantasy VII which still sells for $50-60 used, despite having 10 million PS1 copies printed and half a dozen re-releases. Look at the Pokemon games which had literally 20 million copies made, yet still sell for over $40 each game. That's just how in demand they are.
