It depends. Of course a games quality partly depends on the context it's released in. Metal Gear Solid V would be a perfectly good game if it wasn't the long awaited conclusion to a critically acclaimed series that was advertised in a way absolutely not indicative of it's actual content.
Nah, it just means it wasn't as good as fans were hoping for or the marketing made it out to be.
MGSV is a good example. Most people were expecting a climactic finale to the series that tied up all the lose ends, offered amazing gameplay, and typical MGS standards of bosses, world-building, and characterization. In the end the game itself was pretty fun for quite a while, and the gameplay remains some of the best stealth gameplay out there to date. But the story was a let down, the characters were nothing, there wasn't really a good finale, and it failed to deliver on many of MGS' standards of quality.
Despite all that it was still a well made game. It controlled well, played well, looked fantastic, allowed for truly open ways to tackle stealth, and did have a couple of truly great missions. In the end it's an alright game with only a few things that stand out as just plain bad. But it's a gigantic disappointment for fans of the series and from what the marketing was setting up. A game can be good, but not live up to any of its hype.

MGS2 was panned to death by fans because of the changes, but has had a recent resurgence of popularity because fans who were not around for the initial hype aren't disappointed by Raiden, as they already know that he is the player character, and are impressed by the story and kojima brand TECHNOLOGY.
tl;dr - fans move on eventually, but the game stays the same. good games stay good, no matter the initial reaction.
