The only difference between digital and traditional is the array of tools at your disposal. Still, you should start traditional.
I highly recommend ctrl shift paint, it's a wonderful free introduction series that succeeds at making you want to draw, which is the most important thing.

It is probably going to be most viable to draw with whatever tools/medium you're the most comfortable with. A lot of drawing is going to be learning the fundamentals and building a visual library, both of which can be done in any medium, but it helps if you're working in a medium you can use quickly and easily. If you see yourself as an artist who will work exclusively digitally, but you find it easier to draw with a pencil, you should probably go with a pencil.
From what I've seen, most artists who are truly good in digital are also just as good in traditional. The most important stuff in terms of in terms of your skill as an artist is going to be universal across mediums.
