No. I deleted my town. My completed fossil collection and aquarium, them and their memories. And sold it.
I stopped giving a shit. There's nothing interesting to do in New Leaf and the town customization is held back by stupid shit like being unable to remove rocks and the invisible grid. Villager personalities blend together thanks to the developers not wanting people to get insulted by certain personalities and NPCs don't say anything interesting.
Sold it and it looks like there won't be a new game for years.

There's no way to force any villager to leave, they leave whenever they want.
That being said, if a villager pings you about moving out, then you have to say yes, and even then, they might change their mind and stay anyway.
