I think the problem with that is imbalanced. Grass is a horrible type, both offensively, and defensively. Having part poison at least helps a lot with defense and offense.
Fire is a mixed bag. It can be really useful early on, but then has trouble later with large amounts of rock / water types in most of the games. So having a second type like Fighting, or Psy helps a ton.
Water however needs no second type, it's already one of the best types in the game, both offensively and defensively. They can hit virtually everything just fine outside their own type, and the occasional grass type which sucks. And later on they get Scald, and Ice Beam, make them really OP in comparison.
Having pure types would be fine, but there needs to be a big rebalence on all Pokemon types. Now it doesn't need to be completely fair, bug type can still be worse compared to Dragon, but really some types are so laughably better. Fucking steel for one, slap it on any Pokemon and it's literally always 5x better.

To be fair to Grass, it's not meant to be a great type innately. What makes Grass valuable is the utility it brings, and more Grass types should focus on this aspect. Leech Seed, Aromatherapy, Powder moves, etc.
Just like how Fire is an offensive focused type, and Water types fall under the tank role, Grass rounds that out by being the support type.
