The issue is her weapon. It's a dual shotgun which is great for nailing people at close range, and her boost/shield allow her to do that. However, her damage is considerably weaker per shot than reaper or roadhog (the other notable shotgun users), and she can't keep the pressure up if the opponent runs thanks to moving like molasses when firing.
She needs a rocket or a minigun as an alt fire.

Bunch of low win rate kiddos in here. D.va is top tier. She's nigh impossible to kill if played well, can rush almost any character in the game down for a kill making her ideal front line as well as able to dive and close on a sniper and still get back out alive.
Not enough? She can survive any ult easily with her shield. Any ult. Even if she is taken out of her mech, now she has one of the highest damage rapid fire weapons in the game. Oh, one of the highest accuracy ones too. Pop in, aim for the head, get out after emptying your clip.
Now lets talk her ult, this is again a huge part of her role. Learn to time this thing so it's exploding before hitting ground level and you'll realize how OP she is. Not to mention it should be used as not only an obj clear but as a heal for Dva.
TL:DR- bunch of new kids to the game don't know how to play a hero. Anyone from Alpha/closed Beta knows she's contender for best tank.

Defense matrix is a god tier ability and can negate any damage she looks at even ults like Pharah's
Her rush ability is great for both doing damage and pushing people off of ledges since the knockback is pretty severe. Also the fact that she can control it and use defense matrix during it means she is a god tier rusher that can rush into a fight and be the focus of attention and take down a turret or bastion while the rest of the team gets in behind you.
Also their is literally no better ult for clearing a control point than hers as the bladt radius is fuck huge. I prefer to fly above a control point and eject in mid air and let the suit fall back down, I call it the Hiroshima.
Even when her suit is gone the reload speed and fire rate on her pistol is still better than some characters like mercy and she can still do decent damage to people while her mech recharges.
All in all she is a pretty balanced hero and can be useful if you know how to play her well
