Neptune is a surprisingly likeable character. Noir and Blanc have pretty much no appeal whatsoever. Vert is very invested in her hobby and sharing that hobby is what makes her appealing.
Is there a reason why people like characters other than Neptune so much? I've only played Re;Birth1 so maybe the other characters will be more fleshed out in the other games.

The characters appeal and personalities pretty much build up through all the games, even if most of the time they aren't actually the same people, they still have same or almost the same personality, hell if anything Vert is the one that loses out on that fact because she becomes more and more "muh imouto" rather than the gaming freak that she is, while Noire has the "hard working tsundere that loves her nation" part expanded and Blanc has her reading/writing hobby expanded along with "cares for her sisters even if they piss her off"
There's also the fact that for a lot of people the "waifu CD's" make or break a nep
I can't put into words how much I love Blanc, and I feel like any attempt at doing so would just end up selling her short in my eyes.

Not really. The gameplay is subpar JRPG with almost zero strategy and also gets very repetitive since you'll be constantly doing the same thing from start to finish. The plot in general is trash the characters can be cute but that's all there really is to it, they're pretty one dimensional too: Noire has no friends, Neptune is retarded, Vert has big tits, Blanc is flat and angry. The writing is trash 90% of the time with throw away jokes or literal memes. The only time it's "enjoyable" is when it makes an obscure reference to some obscure /jp/ shit. You'd honestly be better watching the anime.
The only reason the series is so popular here is because of the DUDE WEEBSHIT LMAO audience populating steam. It was a pretty big event to see weeb games that weren't obscure eroge hitting steam so the memester crowd couldn't pass on it. Just look at the average faggot who bought re;birth1, go take a look at the reviews too.
Overall Nep games weren't that bad but they weren't anything special either, if you were a sucker for weeb then it somehow got the job done and they improved with each new release (up until when they started rehashing the original trilogy with re;birth) so it was something you might have wanted to keep an eye on. The problem is that the series grew too big for it's own good and now they are milking it, with that the fanbase got flooded with obnoxious memesters so it went from being semi obscure weebshit to LE LOOK AT THIS NEP XD, this obsession really doesn't help the series image and in turn expectations of newcomers.
Basically, Neptunia is a meme. Avoid.
A word about Atelier, it's overall a much better weebshit series, with actual decent gameplay, good plot, good writing (for low budget anime games) you should definitely give it a try, Rorona is a good entry point. Though Atelier is starting to suffer from severe rehashing nowadays.
