Rockstar is one of the few that does what it wants when it wants, irregardless to the culture surrounding the medium. If their history was different, I.E. Responding to "issues" on social media and going out of the way to say how inclusive they are, then yes, the characters inclusion would not appear genuine.
That's the issue with a lot of these characters. They seem more concerned with marketing statstics then what they truly want to produce.
