Nah, the big issue with HLD's fps cap is that's a fast-paced game, reliant on quick reaction times and accurate input. 30 fps actively hinders that. It's no longer just a huge graphical setback, it damages the gameplay too. And that's not good at all.

I just realized I backed HLD during the Kickstarter.

Yeah, wish much of them would look a tad better as well. Hell, emulating a 16-bit art style would be a step up for most of them (though most wouldn't actually be able to run on 16- bit or even 32-bit systems), but I'd rather have the scene being as fruitful as it is than hardly having it at all because high quality sprite art and animation costs time and/or money.
Just look at Owlboy, been in development for almost eight years now. For it to have been released in a two years time, it would have taken a team of 32 and a publisher willing to fork out a few millions, something you simply don't get in the modern climate.

It's an action game, about a guy going around exploring a bizzare world. You hack, slash, and shoot your way through enemies and attempt to not get hacked slashed and shot back.

It has some RPG elements, a central town, and the ability to buy abilities with currency you find in the world. No leveling or experience though.

It can be pretty unforgiving in terms of difficulty, but in that Super Meatboy kinda' way, where death is ample but you never start too far back.

On an indie budget and with indie manpower, it takes years.
Which is what many who complain about how shit Indie games look don't seem to get.
This isn't the 16-bit and (in minority of cases) 32-bit era where major publishers are willing to back unique 2D experiences. You either sell your integrity and go 3D and compromise to make it feature elements the marketing department has deemed will sell, make it with your buds in Game Maker and make it look "retro pixel art" in order to save on time and effort while focusing on the core mechanics that make it what it is, or you spend the better part of a decade on something that might never come out.
Obviously, there are exceptions (WayForward seems to be doing ok), but this is how it seems to go most of the time.

Not only that, but they were originally self-funding Divinity: Original Sin for years before Kickstarter emerged as a viable platform for getting money.

Honestly, I don't mind waiting. It might sound weird, but if you own a PC that capable of playing most current things then it's not like you're going to run out of entertainment.

I have a long-ass backlog and I don't mind waiting for new stuff.

That being said, I totally see your point, but it's also why I'd argue that the indie scene is such a thriving place right now. Because at least now the devs that have the vision get to make that decision.

It's difficult, because you have to plan your whole gameplay starting from level 1. If you start crafting stupid shit and wasting ammo/explosives you can be fucked as early as level 3.
Combat becomes difficult very quickly and you can die in 1 second from some mobs. And armor/healing items are scarce as fuck.

Also, it's kind of spoopy game with deepest lore.
