Tracer is not a hero that is supposed to kill very much though. She's intended to be an annoyance character that poles at enemies to get an ultimate, while luring them away from the objective or defense area.

Actually, that delay varies. If the action was done RIGHT AFTER the server ticked, then yeah, it's basically like having another 34ms added on. But that amount is lessened the closer the server gets to another tick. An action done right before the next tick won't have any additional latency

You can block the bullets with Genji, shoot it from far away as Mcree, snipers, pharah, or pull it in to you with Roadhog. You can also block the shots with DVa and explode your mech over it. Tons of options.

She's definitely tanky insomuch as she's hard to kill, but she doesn't do a very good job of 'tanking' by absorbing damage for teammates like Reinhardt or by disrupting and drawing aggro on the back lines like Winston or DVa.
Her shields are super weak and don't last very long. They're much closer to Lucio ult than the other tank shields. Since they absorb an entire instance of damage even if that damage is greater than the shield absorb they can be used to block tracer ult/DVa ult/any other high, since instance of damage. Then you rape everyone with 100 energy noobtube gravity grenades and w+m1
