A few factors. Sony has been proven, again and again, to be the leader in the Japanese console market, but why? Nintendo's consoles have never been popular since the Super Famicom, and games on their consoles never sold well. Windows is a completely untested market, where their only tests are ports of ancient games sold at a fraction of their normal asking price, not to mention said ports are unavailable for purchase in Japan. The Xbox is a non-entity because it's a foreign console that has no Japanese games, which is a big deal since Japan only cares about Japanese products. This only leaves the PS brand as relevant for the Japanese. They aren't exclusive because Sony paid for them, they are exclusive because there is no alternative. That'd be asking why all the cars in the Soviet Union were Ladas.

That would just be a repetition of Sega contesting Nintendo. Japanese developers do not budge easily, the only reason the bigger devs like Square, Capcom, and Konami went multi was because of how uncertain the PS3 was. Sony would need to make another PS3 for Nintendo to be able to take a slice of their developers, and even then it won't be easy.
Sony has been tested and proven, everyone else has not. The main reason people buy their games is because they know they will get GTA, they know they will get FF, they know they will get the other big name titles. People buy their consoles because of expectation, in fact Sony acknowledged this themselves with "Greatness Awaits". No one knows if Nintendo will get those games, no one knows if Xbox will get those games, but they can surely count on Playstation getting them.
