Her cannons have about the same accurate Tracers pistols have. They are not full on shotgun spread, much tighter. So she can operate at more of a medium range. Just aim for the head and she kills everything pretty quick. Roadhog drops like a fly as his hitboxes are so big and he has no armor.

Not even remotely true. He still has a ranged nuke, 500 health, a charge that can fuck an entire team, and a cleaving melee attack that deals insane damage.

The Tank role is defined as heroes that protect allies and disrupt enemies, so yes she fits. Her ult is very disruptive even if only to get the enemy to scatter and be more vulnerable for a moment.
Roadhog is similar, he doesn't really protect allies other than maybe to hook people away from friendlies but then D.Va can protect allies with Matrix. Roadhog is like a defensive disruptor whilst D.Va is offensive disruptor.

Then don't fly into a compromising position. Get into a one on one situation. A sniper cannot kill you in one shot even if they are fully charged and hit the headshot box. Hardly the slowest hero as well with boosts which only has a 5 second CD. If someone tries to run even if you fly up to them the CD comes off quicker enough for you to give chase if even needed.

She's best played as a heavy, tanky skirmisher who flies around and gets behind people like Tracer or Reaper. She makes people have to commit to getting rid of her, or she's going to harry their flank.
As a tank, she's awful.
Her shield can block really clutch abilities, but it doesn't last long enough to compete with Reinhardt, Winston, or Zarya.
She doesn't have the health or survivability of Roadhog or Zarya.

McCree's stun is OP, and it actually makes him a counter to Reaper imo. Reaper dies within the duration of the stun from McCree's right click.
Also, the strength of McCree's left click at mid and even long range, gives him definite utility over Reaper.

That's the issue though, because randoms don't know any better. If you pick Dva, the tag indicating your team doesn't have a tank disappears, so randoms won't be inclined to pick a tank to support the team.
Of course it isn't an issue if you're playing with friends or in a premade. But if you're just playing by yourself the problem will show itself.

Really, D.va just falls apart against teams that stick together and don't let her catch them alone. I get that she doesn't have to reload so she can't shit damage but she does really low damage against anybody who isn't big body. That's the point. It's not to kill people, the entire duration of blinking lights and warning klaxons before the ult explodes is time you have to push the payload and time the enemy is forced to hide. If it were shorter delay, it would be useless outside of a few random kills, which there are plenty of better ults for.
Amazing flanking and escape ability, you really shouldn't be pushing from the front like a reinhardt (who can only do it because of his shield) since most players can dish out enough damage to melt a tank near instantly. Your job is to be a distraction. Boost in and around through a side route towards the firefight with pocket heal. Unload into the side of everybody, if they try to focus you defense matrix or ult onto the point.
Second best tank behind Reinhardt. Winston is stupid, Roadhogg is annoying to fight with his heal but gets focused too easy and zarya is zarya. D.VA master race
