And, as you note, many games are slowed down to accomodate that framerate. Some games value gameplay first and sacrifice graphical quality for speed, but most games just want pretty still frames for reviewers and ad men to spank it to.
It's not just about "I don't need 60FPS to play these games well", it's also about the core design sacrifices that were made in the first place to MAKE that true (namely, games are slowed down dramatically to retain smoothness)

That's part of it, but not all of it.
For a fact I can tell you DmC was slowed down compared to its predecessors because of the difficulty playing it when the framerate was at 30FPS.
If I may demonstrate the pointand shamelessly shill something I'm working on, in a roundabout way, it goes something like webm related.
The game is fast at 60FPS, but at a 30FPS target it's so choppy that it becomes difficult to play and shitty-looking; fast movements don't read well because of the framerate, they look weightless and confusing. So the devs slow the animations and movement down (I did 0.75x global speed, obviously they don't do it in this exact way but the net result is similar) to make the movements smooth. Then the PC port gets a 60FPS version of THAT and the result is "well, it looks buttery, but it's not like it's any more playable than the 30FPS version"
but there's no real awareness of what the game might have been had a higher framerate been the target.
And yes, this will scale; I imagine that when 144Hz monitors and 144FPS catch on enough to have real market penetration, we will start seeing games that target those which are ludicrously fast. If it ever reaches the current state, where most dev machines are running 144FPS and targeting consoles that just scrape 60FPS, games WILL be slowed down to match that.

Variable framerates don't invalidate shit, the TARGET is what matters. Because the game is developed around the target.
If any random sampling of gameplay is typically at 30FPS, the way the characters move is going to be tuned to accomodate that from a visual and feel perspective. It's important for animations to look good and movements to feel responsive and fluid, and if a game is too fast then that won't happen; it will feel fiddly and weightless and shitty.
And how fast is "too fast" is absolutely influenced by framerate.
If the game occasionally dips to 5FPS that's annoying, and if it tends to happen when the game is busiest (e.g. when responsiveness is most important) then it absolutely affects gameplay, but it won't have that large of an effect on the core design choices.
But if the devs go in saying "we're gonna target a 30FPS minimum standard", then the animation and gameplay teams will be tuning and balancing around that. If they don't, the game will look terrible, simply because animations will seem to flipbook by and the controls will have a bad feel.
Sorry, but you're a damn fool if you think that the framerate process goes "just make whatever for the game on these monster dev machines, and the framerate it gets on the target console is the framerate it gets". From essentially the ground up games are tested on the target machine, to make sure resolution, frame time, memory usage, etc., requirements are met and that dev time isn't wasted on assets or design choices that will have to be scrapped later on.
Anyone who's ever actually DONE 3D animation can tell you that if you're making and playing your animations at 30FPS, they come out slower than if you do them at 60FPS, simply because of the difference in visual feedback that you get as you work. Same is true of game dev; those early stages where you're running and jumping around testing levels and tweaking things like fire rate, attack speed, etc., are HEAVILY feel-driven
