Actors for local works also do localization for foreign products so there isn't the divide like there is in America where anime and Asian products in general are segregated from the local products. For example, you will NEVER see Billy West dubbing whatever the latest meme anime is this season, but the voice actor for Doraemon in the eponymous series was the same actor for TJ in Recess.

No it's the fact they actually do their job enthusiastically. The Japanese work harder and take their jobs more serious than generic monotone NA voice actor.
I'd rather have a game sound "anime as fuck" than a a voice actor who sounds like they don't want to be there.
Also it sound anime as fuck is a good thing considering it's a work of fiction. So if it got the reaction from you, it means they did their job.

"Enthusiasm" fits when it fits and it doesn't when it doesn't, and English VAs are hardly monotone, don't be hysterical. In fact I think it's pretty telling if you don't seem to be calibrated to hear acting between "enthusiastic" and "monotone". The former is overacting and the latter is underacting, but listen to any good voice acting and it will be in between. Anime voice acting is generally awful and sits on convention.
