They don't care about PC, think of all the Japanese games that have gotten PC release, or announcement for one. Valkyria Chronicles, Final Fantasy XIII, Neptunia... None of those have been actually released on PC in Japan.
If anything, they'd make the announcement on E3, since that's where focus of West is.
But again, I doubt it'll happen. Atlus hasn't exactly been eager to jump on PC-train, and starting with their flagship game would be kind of weird.
