Not really, you don't have to revive anyone with Lucio because you can keep everyone alive with just your AOE heal. Your ult can make really good pushes and has more utility compared to Mercy's ult which relies on your team dying. I'm not saying revive is bad, it's just more situational compared to Lucio's.

Mercy's ult generates at an exceedingly higher rate than Lucio's. His AOE Heal and ult are easily DPS'd down through focusing, not even requiring you to take out Lucio half the time.
A decent Mercy can pop her ult everytime just 2 or 1 hero dies to keep the field presence, and should the entire team wipe on a push or defense where the enemy blows and dumps everything they got, "HEROES NEVER DIE" basically renders it all null.

You really just need to get a feel for it, the delay and triple-burst of the weapon makes it tricky to anticipate hits with. The slowness of the projectile doesen't help. But if you use those to your advantage, and shoot towards a hiding widow, you can duck out of sight, before she re-emerges and still hit her. Not enough to kill her most of the time, but enough to pin her down or make her move. But that's what you do as support.

She honestly does more than one thing well. Her damage boost is insanely useful, a good Pharah or S:67 will wreck face so fast they wont even need the healing. Her ability to zip around the battlefield to all of her teammates super fast is obscenely good once you get the hang of it, especially in levels with a lot of verticality
