If you're talking about external dynamic IP that's not a problem and if you mean dynamic IP in your local network you can just configure NAT every time you start a game or reserve a static IP address in your router's DHCP settings. Scepter is not so good on all characters. For example, on Loader it just adds a stun only for the first hit of the teslas that lasts less than a second with elites. That's literally it.
Thallium is broken in glass, it doesn't do proper damage. If you want the slowing effect a better option are the Shackles.
The Ol'Lopper has a great synergy with Sniper's steady aim and the Spooky Box is awesome on Enforcer at his early and late game (but stops being good for a while in the mid).

Well I don't really disagree with you at all, I just wanted to comment about it.
Regarding the Enforcer, I main him, and there aren't a lot of reds that are good on him after the usual Behemoth.
Alien heads aren't necessary on him once you get enough attack speed, the Scepter can be good for saving your teammates on tight situations, but slows the killing on mobs.
Tesla is really bad, because if you find yourself with your back against a wall for a moment, you can get insta-killed by funballs of flying enemies that die in that wall.
I would say the Permafrost, Shattering Justice and Laser Turbine are probably some of the few good reds on him. And then there's the Box which relieves the damage from groups when you're tanking.
But that's just my personal experience.
I've seen other Enforcer mains fancying the Jet Pack.
