From what I've seen Gore usually catches out players new to the franchise, who are still trying to get used to everything. Once they solve him and his rather obvious tells though, they usually don't have a lot of trouble with Shagaru a little later.
Definitely relevant to the topic however, regardless of his appearance Gore is quite manageable compared to some of those who appear much less intimidating. Still can offer a fun fight.

Demon Souls series bosses are generally a rule of 3.
1st fight you walk in and get stomped on because you're unprepared
2nd fight you spend learning their attacks but ultimately die before you can put that knowledge to use
And then 3rd fight you use what you learned to beat them

They are only really challenging because of all the enemies in the areas they appear. If you go up to fight the one near the Blighted Manse it's fucking easy even at a lower level because nothing gets in your way and its a big open area for you to run around and not get caught
