With Riki I generally grab boots first cause he's so slow and it's not useful to max blink strike first now that invis and backstab are tied together.
He can chase extremely well early with boots then later when you have a larger mana pool and blink strike his lack of speed is less of an issue. Especially since you should be building SnY for the maim so your targets go a lot slower too.
The best way to play Riki is to play him like Phantom Assassin. Only go in if you know you can get out if something goes wrong.

Well when I say boots first I mean the first thing I buy after I get to lane.
I usually just get Tangos + PMS or tangoes + stout + quelling then just last hit until level 3, harassing whenever I can get in a backstab.
Then I buy boots from the side shop and try for a kill. Riki has really good lane control because of backstab, so he can keep a lane permanently at equilibrium, so I generally keep it just out of range of my tower. The only guy he cant out deny is Lich and maybe Oracle, but Oracle can only deny 1 or 2 waves before he's low on mana and needs to save some.
I generally don't like OoV because it's expensive for a starting item and I never ever build Skadi on Riki. It's not bad, it's just really expensive and only gives 25 Agi.

So the thing about boots first is that it's totally fine on a couple of heroes who can use the speed advantage to really fuck people over right at the start of the game. But on like 90% of the heroes, it's fucking terrible, and you'll end up getting bodied out of your lane because boots cost most of your starting gold so you'll have fuck-all regen, no shield, no stats, etc. So, because as a general rule you should not buy boots first, the wisdom that has been telephoned down to 2K is "NEVER BUY BOOTS FIRST". They don't know why, but they know they shouldn't, and most of the time when they see someone buy boots first they get wrecked, so they accept it as dogma.
But it's perfectly fine to buy boots first on, say, a non-mid Pudge and try to use the speed+level 1 rot to get a kill on someone. Or on some supports, as long as they aren't solo supporting, where you don't really need that much regen and have enough to buy, say, a courier, boots, and a couple of clarities.

That's what happens in league. Doesn't happen nearly as much in Dota. Valve has said they believe in the community mostly regulating itself meaning they don't give a fuck about stupid reports. The worst that can happen is everyone reports you and you go to low priority queue though in my experience people just talk shit sometimes but won't report in Dota.

The best way to learn is to watch experienced people play and figure out why they're doing it.
Do not copy them, just try to do the same stuff they do.
Check minimap, learn stacking times, learn how to handle creep aggro, check enemy inventories, learn last hitting, learn to be efficient, learn your limits, scope out the enemy's weakness. Learn how to last hit under tower.
Never ever auto a lane unless you're trying to take a tower. Never take creep aggro except to hold a lane's equallibrium outside of tower range so you don't miss cs. Play a large variety of heroes. Find 10 you like and alternate between them and look at what heroes they're good with and against. Don't just mindlessly buy recommended items, look up ALL the items and figure out what they do.
Illusions don't benefit from green numbers, they only consider white numbers so if you're playing with illusions consider that.

You don't really have to play them at all. I have only ever played 3-4 bot matches 2356 hours.
I think you should be fine with just the tutorial then jumping in headfirst. You'll get abused a ton for being a noob,but if you keep at it and read up on how to play you should be fine
